BIOSAFE Act to Protect Local Wildlife Conservation

 

In early June, I introduced the Biodiversity Oversight Scaled-back And Fully Erased (BIOSAFE) Act alongside fellow Wisconsinite, my friend Congressman Tom Tiffany (WI-08).


The Biden Administration is currently proposing a new policy through the Department of Interior’s U.S. Fish and Wildlife Service that will make changes in the wildlife conservation decision-making process, stripping the authority of local biologists and placing final policy decisions for local hunters and anglers in the hands of bureaucrats at the Washington, D.C.-based National Wildlife Refuge System.


My bill will prevent the Biden Administration from forcing state and local wildlife conservationists to forego final authority on conservation decisions resulting in the prioritization of Washington’s one-size-fits-all initiatives rather than decades of local conservation efforts.


I am proud to have introduce this bill because it is important to protect our local hunters and conservationists from the Biden Administration’s Washington-first agenda. I firmly believe in protecting our most precious natural resources for future generations to enjoy and am proud to represent a beautiful district with a variety of lakes, rivers, and other natural attractions.


The quality of our state’s natural environment is thanks to the efforts of Wisconsinites who care about our state. It would be wholly inappropriate for Washington bureaucrats to come in and override decisions made by Wisconsin citizens, hunters, fishermen, and local Refuge managers, but that is exactly what would happen if the Administration’s proposed policy goes into effect.


On Tuesday, I presented my bill at a Natural Resources Committee hearing, where I explained how devastating it would be for decisions to be ripped from local conservationists in favor of unknown DC bureaucrats. This hearing brings this important bill one step closer to coming to the House Floor for a vote! Watch my remarks below.

Congressional Budget Flaws

 

This week the House Budget Committee held a hearing with the Director of the Congressional Budget Office, Philip Swagel. Back in April, I introduced a bipartisan bill, the Stop the Baseline Bloat Act alongside Congressman Ed Case (D-HI). This legislation aims to ensure a more honest accounting of what the federal government plans to spend by removing emergency spending from the baseline budget. According to the Cato Institute, a public policy research organization, Congress has designated $12 trillion in spending for emergencies over the past 30 years. The current practice of including emergency spending in the CBO baseline budget on an annual basis skews the baseline budget toward higher spending, distorting the fiscal outlook, and contributing to the dire fiscal state of our country.


Yes, this is a very technical bill. But, federal spending is out of control in part because Washington has gotten so bloated and in addition to commonsense spending reductions, we must also look at ways to improve the whole budget process. 


I was able to speak directly with the director of the office who controls the CBO baseline budget. My bill will greatly impact the American people by increasing the transparency between the government and the citizens. The CBO cannot continue to create a budget baseline that justifies outrageous spending levels. Getting the country's fiscal house in order starts with an unbiased CBO baseline.
