Opportunities for People with Disabilities to Excel

 

Earlier this week, I introduced the Continuing Opportunities for People with Disabilities to Excel Act. This legislation will stop a proposed rule from the Department of Labor (DOL) that phases out the issuance of 14(c) certificates. Many Community Rehabilitation Providers (CRPs) in Wisconsin, and throughout the country, utilize 14(c) certificates issued by the federal government to offer choice in employment to individuals with disabilities. The 14(c) certificate allows CRPs to pay these individuals a commensurate wage based on a productivity scale. In some cases, this can result in earnings that exceed minimum wage.


This proposed rule, if finalized, would be devastating for the employment options of many individuals with disabilities. Losing access to 14(c) certificates would decrease employment choices for these individuals, and I have spent my time in Congress fighting to keep their options open. After many meetings with these groups and tours of CRPs in Wisconsin’s Sixth District, it is obvious to see that these individuals want and deserve to have every employment option made available to them.


Under my bill, individuals with disabilities will be protected and empowered through the preservation of their right to choose the workforce program they think will best suit their needs. The benefits of these jobs go far beyond a paycheck. Having a job at a CRP provides a sense of belonging and a safe environment that provides valuable social interaction with peers and guidance from professionals. In other words, the 14(c) certificate grants individuals with disabilities more options in employment, and in fulfillment.

Bible Week 2024

 

This week in Congress, we observed National Bible Week. Although this week is typically recognized in November during Thanksgiving, Congress was not in session at that time, so we held a special order on Tuesday night to commemorate it.


National Bible Week is a time to reflect on the timeless wisdom, comfort, and guidance found in Scripture. Celebrated annually, it encourages individuals to explore the Bible’s teachings and its profound influence on faith, values, and culture.

Last Saturday, I was honored to attend the inaugural Fond du Lac Wreaths Across America Day sponsored by the Fond du Lac Chapter of the Daughters of the American Revolution. It was a moving ceremony at St. Charles Cemetery, as we remembered and honored our veterans.
