Restoring State Authority Over Emissions Testing

 

Last week, the House Energy and Commerce Committee held a legislative hearing on several proposals under its jurisdiction, including my State Emissions Authority Act.


For decades, the Clean Air Act has required certain states, including Wisconsin, to operate vehicle emissions testing programs based on standards developed long before modern advances in vehicle technology. While today's vehicles are cleaner and more efficient than ever, many drivers and businesses continue to bear the costs and inconvenience of complying with outdated federal requirements.


My legislation would remove federal mandates requiring states to operate vehicle inspection and maintenance programs, commonly known as emissions testing. Instead of Washington dictating a one-size-fits-all approach, states would be free to determine whether these programs are necessary for their residents.


The State Emissions Authority Act would also eliminate federal facility compliance requirements tied to state inspection programs and remove outdated statutory requirements for emissions testing in certain regions of the country. At a time when families and businesses are already facing enough costs and regulations, Congress should be looking for ways to eliminate unnecessary burdens, not preserve them.

House Passes My Bipartisan Federal Fraud Prevention Workforce Training Act

 

This week, the House passed my bipartisan Federal Fraud Prevention Workforce Training Act, an important step toward reducing waste, improving accountability, and protecting taxpayer dollars.


Americans work hard for their money, and they deserve a government that treats every tax dollar with respect. Unfortunately, fraud in federal programs remains a persistent problem, costing taxpayers billions of dollars each year. Too often, these losses occur because agencies lack consistent training and best practices to identify risks before fraud occurs.


My legislation addresses this issue by creating a government-wide fraud prevention training program for federal employees. The program will help agencies better identify fraud risks, implement proven anti-fraud strategies, and make full use of existing tools designed to prevent improper payments and abuse. The bill also makes these resources available to state and local governments that administer federal funds, helping strengthen oversight at every level of government.


Preventing fraud is not a partisan issue. Taxpayers expect their elected officials to ensure government programs operate efficiently and responsibly, and this bipartisan legislation helps do exactly that. By providing federal, state, and local officials with the tools and training they need to detect fraud early, we can reduce waste, improve program integrity, and ensure taxpayer dollars are used as Congress intended.

Strengthening Rural Health Through Workforce Flexibility

 

This week, I participated in a Workforce Protections Subcommittee hearing examining the important role locum tenens providers play in our health care system. These doctors, nurses, and other medical professionals step in where they are needed most, helping hospitals and clinics fill staffing shortages and ensuring patients can continue receiving care without interruption.


This is especially important in rural communities, like the many across Wisconsin's Sixth District. Hospitals already face significant challenges recruiting and retaining health care providers, and workforce shortages are projected to worsen in the years ahead. Locum tenens professionals help bridge those gaps, keeping health care services available while facilities work to hire permanent staff.


Many providers choose locum tenens work because it offers greater flexibility and allows them to decide when and where they practice. That flexibility helps connect more patients with care, particularly in underserved areas where access can be limited.


At a time when America faces growing health care workforce shortages, the last thing Washington should do is burden these providers with more regulations. Locum tenens clinicians do not need the government to save them - they need the government to stay out of the way. Preserving flexible work arrangements will help strengthen rural health care systems and ensure patients can receive the care they need, when they need it.

And it holds a special connection right here in our district - Flag Day traces its roots to Waubeka, Wisconsin, where the first formal celebration took place in 1885.


I'm proud to honor that history and the flag that continues to inspire Americans in every corner of the nation.

It was great to be in Malone for the Our Lady of the Holyland Parish social and to spend time with folks who care so deeply about their community. I appreciated the chance to connect, catch up, and enjoy a strong local tradition.

I had a great meeting with the North American Die Casting Association to discuss strengthening U.S. manufacturing competitiveness and ensuring fair trade across North America. We had important conversations on how to address shifting investment patterns and protect American production from unfair foreign competition.

It was great to meet with the Flexible Packaging Association to talk through packaging sustainability, recycling, and food safety.


We talked about how we can support practical, science-based policies that strengthen recycling systems and keep U.S. manufacturing competitive.

I appreciated the chance to sit down with the American Chemistry Council Formaldehyde Group for a thoughtful discussion on chemical safety regulation and the importance of sound science in EPA decision-making.


We had a good conversation on the need for a regulatory process that is clear, consistent, and grounded in evidence, so it protects public health while providing certainty for industry and regulators alike.
