Education and Workforce Committee Hearing Highlights Jobs and Dignity for Wisconsin Workers with Disabilities

 

This week, I had the honor of hosting the Education and Workforce Committee’s first field hearing of the 119th Congress in Beaver Dam, Wisconsin. The hearing, "Work, Dignity, and Choice in Disability Employment," focused on Section 14(c) of the Fair Labor Standards Act, which allows employers to pay individuals with disabilities a wage based on productivity while giving them meaningful work, skill development, and community engagement.


I have long said that work is about far more than a paycheck. It is about pride, purpose, and being part of a community. In Wisconsin, more than 40 employers, mostly Community Rehabilitation Programs (CRPs), rely on 14(c) to provide these opportunities. Without it, many of these nonprofits would be forced to close, leaving hardworking individuals without jobs or daily engagement.


At the hearing, witnesses shared firsthand how eliminating 14(c) devastates lives. Mrs. Barbara LeDuc, President and CEO of Opportunities, Inc., explained that workers in states where 14(c) has been lost are now unemployed or sitting idle in adult day programs. Parents like Kathy Armstrong spoke about the pride their children feel having a job, a routine, and a sense of accomplishment. Mr. Kit Brewer, Vice President of the Coalition for the Preservation of Employment Choice, emphasized that employment is also about choice, giving individuals with disabilities the ability to work in environments that respect their dignity.


I am proud to fight for these workers, their families, and the programs that support them. Everyone deserves the chance to work, to contribute, and to feel valued. This is why protecting 14(c) is personal for me and why I will continue to advocate for it here in Wisconsin and in Congress.

The SAVE America Act: Myths vs. Facts

 

This week, the House passed the SAVE America Act, a law designed to ensure only American citizens can vote in federal elections. The act strengthens the National Voter Registration Act by requiring states to verify citizenship, remove non-citizens from voter rolls, and hold officials accountable for knowingly registering ineligible voters.

Myth vs. Fact

MYTH: The SAVE America Act will block people who changed their name from voting.
FACT: Most citizens already have updated IDs showing their birth information. For those who have not, states will be required to provide a process to register.


MYTH: Everyone needs a passport to vote.
FACT: Any government-issued ID showing U.S. citizenship works, including REAL IDs or military IDs. A passport is only one option.


MYTH: The law is unnecessary because non-citizens cannot vote.
FACT: Federal law forbids non-citizens from voting, but current rules prevent states from checking citizenship. The SAVE America Act closes this loophole and protects every American vote.


The SAVE America Act is about election integrity, protecting citizens, and restoring public trust. One illegal vote is one too many.

The Migrant Child Safety Act

 

I recently reintroduced the Migrant Child Safety Act with Congressman Lance Gooden (R-TX) to make sure unaccompanied migrant children in federal custody are placed safely. During the Biden Administration, it was exposed that federal law was not protecting children, resulting in tens of thousands released to sponsors without proper vetting or follow-up, leaving them vulnerable to abuse, exploitation, and trafficking.


The Trump Administration’s successful crackdown on the border and improvements to our immigration system have largely solved this problem. That is what it is time to pass this legislation, to ensure future administrations who are asleep at the wheel do not endanger any child by putting commonsense safeguards into law. This bill requires full background checks on sponsors, verification of familial relationships, follow-ups after placement, and coordination with state and local child welfare agencies. It also directs the Office of Refugee Resettlement to contact a child’s parents whenever possible before placement.


Children in federal custody deserve to be safe. This bill ensures that child protection is not optional and that future administrations cannot weaken these basic safeguards.

I appreciated the opportunity to hear their perspectives and to have a thoughtful conversation about challenges facing communities across the country.

We discussed broad approaches to expanding homeownership opportunities, increasing the supply of starter homes, and the role of federal housing policy. I appreciated the chance to hear their perspective and exchange views on these issues.

I attended the Oshkosh SonRise Church Mission Gala and was inspired by the work of Calvary Chapel Roatan in supporting families and communities in the Bay Islands of Honduras. It’s encouraging to see the positive impact of outreach, education, and local programs on communities both near and far.

I visited the Oshkosh Winter Farmers Market this past weekend and enjoyed seeing local farmers, artisans, and community members coming together. It’s great to see the variety of local products and the energy that makes Oshkosh such a vibrant community.
